Please take a few minutes to look inside your attic and see if any of the vent ducts (some rigid aluminum and some white or silver flex ducting) are disconnected or lying on top of the insulation. Logan City police officers have observed and have ticketed individuals who do not follow correct procedures when using the Round-A-Bout in the center of the development.  It should also be mentioned that the main streets in the development are city streets, not private, and are subject to all the rules and regulations as any other city street.  Please DO NOT CUT OR SHORT CUT the Round-A-Bout.  Not only is it illegal, but it is dangerous.  When approaching the Round-A-Bout, always go around to your right.  If a vehicle is already in the Round-A-Bout, or nearer than you, you MUST give them the right-a-way. In order to ask Qwest to provide internet/phone services you will need satellite television through either Dish or Direct TV. We have contracted with Kelly Electronics (435-752-5678) to provide either Dish Network or Direct TV. Please do not ask anyone else to install dishes on the buildings. We need to maintain and control the number of dishes on each building and going through one local provider helps us do that. The current policy adds $10.00 late fee and interest, and when an account becomes 90 days late begins the process of attaching a lien to the property. Effective immediately, we will contact those who are two months in arrears and negotiate with them to get their account balance current. Beginning January 1, 2011 the following policy will be added to the existing practice of charging a late fee plus interest.  &lt;br /&gt;1. When an account becomes 2 months in arrears the unit owner will be given 15 days to bring the account current. &lt;br /&gt;2. If the delinquency is not brought current within the 15 days, the unit’s water will be turned off until the account is brought current or a satisfactory payment schedule is established with the HOA. &lt;br /&gt;3. The water will remain off until #2 above occurs, at which time a $25.00 reconnect fee will be charged. &lt;br /&gt;&lt;br /&gt;We recognize that this action is harsh and aggressive. We also recognize that as stewards for HOA funds, we must strictly enforce payment, otherwise, those who do keep their accounts current are subsidizing those who do not. We hope you will support our efforts to keep your HOA financially solvent. Other remedies to collect delinquent accounts results in several months of delinquency, attorney fees charged to the HOA, and sometimes with little delinquent money reaching the HOA account. &lt;br /&gt;We will implement this policy immediately and work with delinquent accounts to get them current by 2011 year’s end. Residents are not allowed to leave cans in alley ways, between buildings, or at the ends of buildings. This year residents may use the guest parking areas on 1530 north (near the mailboxes) without a fee.  We may begin to charge for these parking spaces as the need for more parking grows. You will be allowed to park in the storage area in the southwest corner of the property also. &lt;br /&gt;&lt;br /&gt;Our goal is to eventually have all extra resident vehicles parked in the storage area when it becomes a paved lot.  We will begin to charge for extra vehicles, as it is important for residents to acknowledge that in a multi-family development, extra vehicles use space and resources.&lt;br /&gt;&lt;br /&gt;Parking permits will not be required to park in these areas (along 1530 and in the southwest storage parking area).  Parking permits ARE required in the guest parking areas near and between the buildings. Dog messes have been picked up and complaints have been very few.  As winter approaches, please DO NOT allow your dog to defecate or urinate in the same place every day. Qwest has scheduled their underground installers on September 29th. Within a few weeks of their installation completion, you all (phase I, II &amp; III) will have the option of having Qwest as a technology service provider as well as Comcast, Dish, and Direct T.V. Our hope is that you will find the best provider for your individual needs. &lt;br /&gt;&lt;br /&gt;Remember, DO NOT install a satellite dish anywhere on the exterior of the building, we have contracted with Kelly Electronics, as the only authorized installer of dishes on our buildings. Several complaints were received from residents concerned about safety and the inability to negotiate two-way traffic. The city decided the solution was to park cars on one side of the street rather than both sides. &lt;br /&gt;&lt;br /&gt;They will begin enforcing the parking on August 25th. We are constantly monitoring the grass areas for adequate irrigation. If a problem arises with a sprinkler head we don’t see it until the grass begins to die, and then when fixed takes several days to recuperate. We are really trying our best to keep all areas green.  &lt;br /&gt;&lt;br /&gt;We have treated all the trees with minerals and iron. This has been very helpful in managing the property. &lt;br /&gt;If you see problems, acts of vandalisim, noise that is bothersome, or other issues, please either notify Sharon or the appropriate authorties. If we don’t know about problems we cannot address them. Also, if you want to have Comcast internet, you will not be able to have satellite TV as both Comcast and satellite TV utilize the same line. If you currently have Qwest available (Phase I) to your home, you can combine satellite TV with Qwest phone/internet service. &lt;br /&gt;Phase II and III residents should have Qwest available within the next 30-45 days. What we have found is that our clay soil does not allow proper drainage and most of our dead plants and trees are the result of water not draining causing root rot. &lt;br /&gt;The grass in phase III Park has come in nicely. A little reseeding is needed then we can consider it finished. There is definitely good information in your responses and we will begin to address your suggestions. Each month, for the next several months, we will report in the Rendezvous our efforts to respond to the concerns you voiced through the survey. We will first address “Landscaping”. &lt;br /&gt;1. Weeding, replacing dead plants and trees; This is on-going. This cool and wet spring has hindered the use of weed killers. When the weather warms the landscaping company will be more efficient in controlling weeds including dandelions. We have begun replacing trees. We have also given most trees a nutrient supplement as they have not “greened up” yet. We removed the trees along the South boundary because of the number we were losing through wind and vandalism. We will be replacing them with a more durable bush. &lt;br /&gt;2. Courtyard maintenance, gravel areas, drip lines; We really need to rely on the residents to keep the court yards tidy. The landscapers will replace plants and mow. Bicycles and other items really detract from the overall appearance. We will order more gravel for Phase I areas needing refreshing. It is a special rock we get from Farmington subject to availability. I believe we have buried most of the exposed drip lines. Please remind children not to pull these up as they are both unsightly and the plants die without water. &lt;br /&gt;3. Pet dropping and lawn damage; We need to constantly monitor dog droppings and can use everyone’s assistance. The replacement siding has arrived and the installer has been waiting for the daytime temperature to rise before installing.  The siding installer asks that if you think siding will be replaced on your building, please remove any valuable objects from the inside wall on which siding will be replaced.  Pictures and other wall hangings may fall when the installers remove and replace siding on the exterior of the walls. The ice buildup in the centers of the alleyways is very difficult to control as it builds up when the sun hits the roofs and water comes through the downspouts.  At the same time the alleys themselves remain sun blocked and continue to freeze.  As soon as we have any days that begin to melt the center alleyway ice, we will scrape those areas to get rid of as much of the ice as possible. For the most part, we are all doing a great job in keeping collection cans inside garages.  Please place your garbage and recycle cans inside your garage immediately after pickup!!  (Or as soon as you return from work on Thursdays)  The driveways must be kept clear to plow and keep the ice to a minimum.  The snow removal people will pick up cans left in the driveway and take them to the Model Home where they can be claimed.  Unfortunately, after the first time, a charge will be required to reclaim your cans as it costs time and resources to deal with them.  When cans are left in the driveways, snow and ice cannot be adequately removed--- so please keep your cans stored inside your garage except on pickup day (Thursdays).&lt;br /&gt;&lt;br /&gt;We are often asked what responsibility do residents have in snow removal.  Your responsibility is to keep your own sidewalk clear, It is also a very good idea to keep the snow away from your garage door.  Otherwise a buildup of snow and ice make it difficult to enter and exit your garage.  If you feel you must use an ice melting product, please check with Sharon first. In December, recycle cans will be picked up on December 10th (past), December 24th, and an extra pickup on December 31st.  Garbage is picked up every Thursday.  In order to know when recycle pickup is scheduled, go to www.loganutah.org and click on Environmental Department link. The report gives an overall statement of financial condition.  This statement basically demonstrates that the financial condition of the Association is sound.  We are still climbing out of a deficit, which we fully anticipated, in that some of our main expenses (landscape maintenance, snow removal, and utilities including water) were formerly shared by a smaller number of residents.  During the past year, we have begun to see a better financial picture as we have increased the number of residents while at the same time the expenses listed above, have not increased in the same proportion as new residents.  &lt;br /&gt;&lt;br /&gt;The second report, Statement of Activities, sets for our income and expenses through the third quarter of 2009.  HOA dues are the primary source of income and grounds maintenance, insurance, and utilities are the largest expenditures.  The developer, has taken diligent steps to keep expenses down and has also supported the HOA by loaning money for obligations when the HOA funds were not available.  The developer is contributing funds to a capital improvement fund, which will aid the Association in the future when capital outlay items will be large. We are not raising the fees arbitrarily or without diligent thought and planning.  The reasons are described below.  The Homeowner Dues of other similar HOA Associations is not the basis of the increase, but may serve to lessen the angst.  We have examined the HOA dues structure of most of the other like properties in Cache Valley for which we could find information and learned that the average of the dues of the 9 HOA properties researched is $86.00 with a range of from $80.00 per month to $124.00.  Bridgerland Meadows Homeowner Association dues are currently $55.00 per month and will increase on January 1, 2009 to $65.00 per month, by far still the lowest in the valley.&lt;br /&gt;&lt;br /&gt;So you might ask, why the increase?  Basically the increase is to continue to develop, install, serve, and maintain the infrastructure for the distribution of technology to current and future residents.  We made a strategic decision to bring Comcast into the development to provide a wide array of technology services delivered by a nationally recognized company, with capability of full technological support.  In order to entice Comcast to come into the development, which again we believe to be a sound business decision (further explanation below), given the recession we are currently in, required we allow them to use our existing infrastructure and delivery system at no charge to them.  They were not willing to pay us for the use of our delivery system or to provide an ongoing maintenance fund for us to expand the system to new homes or to maintain the existing system.  Still, we felt it important enough to bring them into the development as a fundamental and foundational technology company, we were willing to agree to their demands.  Having Comcast in the development will provide a long term consistent technology option for all residents.  Without Comcast, we would have been limited to satellite options for television, and Qwest or other local options for Internet.  And who can guess what technology delivery will look like even 10 years into the future.  With Comcast, we are pretty much guaranteed they will deliver the latest technology to the development.  We would not have this assurance without them.&lt;br /&gt;&lt;br /&gt;Our plan, once Comcast is firmly in place, is to open up the development to other technology providers.  We are currently talking with Qwest and are in hopes that next summer will see them in all phases of the development.  Qwest is currently available to Phase I residents only.  Once Qwest is tied into our infrastructure, we will consider other options, including satellite.  By providing several technology options, we believe the residents will benefit with lower pricing (competition), better service, and eventually several delivery options which hopefully will satisfy individual desires and needs. These funds will be used to install future infrastructure to Comcast specifications serving Phases III and IV.  They will be used to maintain the current and expanded infrastructure and keep the technology delivery system updated with the latest technological developments.  They will be used to bring Qwest into Phases II, III, and IV, so that Qwest can provide land telephone lines where needed, Qwest internet options, and so that Qwest can bundle an array of services including Direct TV.  As other options for delivering technology become available in the market place, we will seek them out and if feasible these funds will allow us to bring these options to the residents.&lt;br /&gt;&lt;br /&gt;Again, no one likes to see a fee increase. The siding on several units has been damaged by the garbage truck because the bins were too close to the building.  The City will no longer pick up your garbage or recycling bins if they are too close to the buildings.  Please store them in your garage as soon as possible after pickup.  If left outside, they make it difficult to maneuver vehicles, remove snow, sweep the driveway, and they make the neighborhood unattractive.     &lt;br /&gt;&lt;br /&gt;• To help with snow removal please make certain there are no items in the driveway behind your home (i.e., cars, toys, garbage cans, etc.) or on the main sidewalks in the development.  It is very difficult to remove the snow if there are obstructions in the driver’s way.  If the driver encounters any obstructions, he will begin to assess an extra charge that will be passed on to each homeowner responsible.  &lt;br /&gt;&lt;br /&gt;• Residents are responsible to shovel their walkway from either the 10 foot or 5 foot main walkway to their front entry as well as the snow that may pile up behind the garage from the snowplow.  The association will keep all other walks cleared. The siding on several units has been damaged by the garbage truck because the bins were too close to the building.  The City will not pick up your garbage or recycling bins if they are too close to the buildings.  Please store them in your garage as soon as possible after pickup. We have a limited number of parking passes available to park in the guest parking near the mailboxes.  See Sharon as these passes will be issued on a first come first come basis. &lt;br /&gt;Also, people have been parking diagonally in the cul-de-sac at the end of 1530 North. You will get ticketed for parking this way. Only parallel parking is allowed on city streets.
