The FAQ’s About the Technology Package
Don Barringer, one of the developers, has provided some responses to some frequently asked questions about the technology package:
Why do we have a technology package?
Our original goal was to create a technology system called a “Connected Community.” This would have been a wonderful thing had the service provider been able to support all their claims. From the get-go there were problems, but we attributed those to a new start up company and were probably not as demanding as we should have been. But this is all water under the bridge.
In retrospect, it would have been much easier to go with the conventional communication options seen in most developments. Our intentions were to have a superior system without any visible exterior equipment or wiring. We have installed interior wiring and other infrastructure which, if supported, would have allowed each home to function as a “Smart Home.” In short, our goal was to create a technology system which would be like an expensive home one would find in Park City, only do it at an affordable price. Of course, we were told that the company supplying the tech services would be able to do all they claimed and more. We were the first development of the company to come on line and so we were patient and asked our residents to be patient. Unfortunately, the system has never performed as was promised, and has been our number one source of customer dissatisfaction.
What is happening with Quadra Media?
We thought the company was beginning to perform better and just beginning to be able to deliver the services promised, and then in January of this year, the parent company filed for bankruptcy protection. This move created difficult circumstances for Quadra Media. They were just beginning to make progress, but with the bankruptcy filing, creditors would not extend credit, employees left for more stable employment, and caused Quadra Media problems they simply could not overcome. They, to their credit, have been making every effort to keep our services up until a new company could be located to take over the Quadra position. Sometimes the service has been lacking, but they have not left us alone to struggle through this on our own. We, as well as you, have felt the pain of the entire technology problems. We know the technology system has caused us to lose sales. We know that many of you have suffered through less than adequate technology services.
Please understand that we are doing everything in our power to attempt to satisfy you, our customers. We are listening to your concerns and want you to be happy. We are grateful for your patience and do know that this casts a negative shadow on us as developers. Please again understand that we thought we were providing a state of the art system that would surpass typical services available in our area. We are actively working to deliver the services you expect. We are in negotiations now with major service providers and hope to have resolution in the very near future.
Why can’t we choose our own service providers?
There are several reasons for having a subdivision wide system. The first is cost. I am told by several people that Comcast and Quest get you into their systems at a reduced cost, but then increase rapidly. Two individuals have told me that their basic television and internet alone is over $120 per month. By negotiating a “package” with a provider our goal is to provide our residents with a great package price which hopefully is 10 -20 percent less than they could procure as an individual for the same services. Second, as the developer, we have made a large investment in the infrastructure to provide these specialty services. Third, by negotiating a group contract with a service provider on behalf of the current and future residents, we hope to get a better package which will carry more weight now and in the future with the service provider.
Do the developers receive any “kickbacks” from the technology package?
Please be assured that this is not the case. We have invested approximately $400,000 of our own money for infrastructure costs and to date have not received any money to help offset those costs. The original plan called for the developer to receive a residual amount to help offset the cost of the infrastructure, but none of that ever happened. So please don’t think that somehow the developer has benefitted at your expense, as that is simply not true.
Will “AMI Utah” be the new service provider?
The AMI truck that some of you saw was here on a service call installing a new security system for the development. We hope this system will help us in the recent thefts we have experienced and also provide additional security to the subdivision now and in the future.
When do the homeowners assume control of the HOA?
The CC&R's state that the builder retains control of the homeowners association until the subdivision is fully completed or for 10 years, whichever comes first. To my knowledge this is consistent and standard practice among homeowners associations. This is for the protection and well being of all involved parties. It is very important that during the time the developer is in charge of the homeowner’s association, that leadership is identified which will aid the new association and that the developer leave the association in good financial condition. Both of these are the developer’s goals. We have deposited several thousand dollars which are developer paid into CD’s which are earning interest for the homeowners association.

Thank you for answering all the rumors and questions from the last blog post. I know there is a lot of concern and I am hoping that it is taken care of very soon. My only comment is, I much rather pay the extra 10 to 20 percent for Comcast or Satellite because I know I am going to get what is expected. They are also better at (and actually have) a customer service department.
I just hope that this truly is a high priority for you, because I am really tired of it and I am (as other have said) tired of trying to be patient.

Don's letter seemed to be the same thing he has been saying over and over. Much of the reasoning did not seem to make sense. Although, I do appreciate the address and effort, I only wish you would have done it sooner and that you would be more upfront and honest.
First off, you may not call them "kickbacks" but until you prove otherwise you have stated that there was a profit motive in going with one sole provider. Although there has been much expense in installing the equipment I'm sure part of the negotiation of the contracts has to do with this alternative motive and is a partial reason for the delay.
Second, how can you say that your motive is to provide the homeowners with the best product and technology??? Have you not listened to their continued expressions of frustration and feelings of being forced into a product that doesn't work.
Do you understand that we feel it is dishonest to not only take away our freedom to choose but force us to pay for a service that isn't providing what is being paid for or promised!!
Why do you continue from phase to phase without finishing phase I!? My neighbor still does not have fencing in his front yard, some of them don't even have rocks, some have mixed rocks in the same phase. Many of this basic landscaping issues have never been resolved since the project first started!!
It is very frustrating to pay HOA fees month to month and wonder why some of the simple things are not being taken care off. This has almost been a source of which I am ready to complain to the city. Many spots in the lawn are not being treated properly. Weeds are starting to overtake certain areas. Much of the lawn areas are filled with rocks. Please use our HOA money to meet these simple needs that help make Bridgerland an enjoyable place to live.
Please do not just assign someone the job based on the lowest bidder or when the need for work becomes noticeable and you have to scramble to find someone to take care of it.
There has been a continued gap between the information we have received from management and actual performance. In many aspects of the development statements have just not been met but I do appreciate the effort and work on the things that have been done and there has been much improvement in some areas.
I have contacted the city over several of my concerns. I don't feel like my concerns are being solved by the management so I have started several processes to get what I have paid for, and been promised.
I had a contractor over to my home to fix a few issues that we have had with our home. He informed me that none of my neighbors doors have been painted. He said that the doors that are gray are just primed. If your house door is gray, it has never been painted. He said those doors will being to rust very quickly. It is pretty depressing that I am in phase two and still don't have a painted door. I paid for a completed home and I expect a completed home.
Also the cement in my garage and my side walk in front of my house is is starting to chip away, the contractor also informed me that, it is caused when they lay the cement in either cold or really hot weather. That is another thing I want to see fixed.
By the way, I did research several providers of TV and Internet. I found several packages that were under $99, and that was a regular charge not just and introduction price. That includes Comcast and DirectTV. Some even include phone for that price.
Seriously, make a change. You are getting $50 a month from me and everyone else. That does not even include the $99 dollars I am paying for "Technology Package". Put my money to work and give me what I have been promised. My next step will be legal representation. I have plenty of paper work that shows I am not getting that I have paid for. If I have to take it that far to get what I have been promised I will.
I am glad that there are other owners who are also doing their research. I've actually only lived here a few months and i'm already frustrated. I can't imagine having to deal with this for two years.
The comment before me stated that they are in phase 2 and their cement is already chipping. Take a walk on down to phase 3, and you will see that is already chipping to! I have lived in my house 3 months, and there are already multiple places in my garage where the cement is already chipped away. They obviously did a very poor job with the cement.
As for the technology package. When Don states that he has talked to people who pay over 100 dollars for basic tv and internet, I don't believe that. I lived in the same place for three years before moving here, had comcast with a big cable package, HDTV, DVR, and internet, and I never once paid over $100. So saying that other companies get you with low introductory rates is true in a way, but they also have more to offer, for a better price.
It was nice to get a response from Don, but to me it just seemed as if the builders are in no way going to listen to what us as residents want. Very discouraging.
We need a service provider that will provide HD TV and faster internet speeds…. This can all be provided by many national services providers for $99… I just moved here two weeks ago and many people have asked me about this place and I have told them the truth poor workmanship, unfinished work, my cooler not installed, etc. etc. etc… I’m just renting but I would never recommend this place for purchase…
I agree with all of these statements. That whole bit about comcast charging $120 for basic cable and internet is BS. If anyone wants I can show them my bill before I moved in here last summer. It is lots cheaper than $120 (around $95) and I had it continuously for years so I wasn't on any "promotion" package. Sure, that price is close to what we are paying, but that's all that is close. The service is THE WORST I've ever dealt with. Slow speeds, drops off all the time, massive packet loss.
The builders did shoddy work. I had to have the painter come back twice because of the poor quality. Then when he did come back he moved the tape I had marking the spots he needed to fix and didn't do anything.
If I had it to do over again, I would NOT move here!
"Bridgerland Meadows is an incredible new standard of luxury living in Logan" What a joke... workmanship the worst, Tech package a joke, i have no air con and was told it would be installed before it gets "very warm".... I am making it my past time to tell everyone that this place and the developer could careless about the problems here....
I agree that the technology package is CRAP!!! and to get customer support about your internet, what a freaking joke! Quadras only worker, Christina Beacham can't answer her damn phone, call people back or help anyone unless it is at her convienence. To get my internet installed was like pulling teeth. I keep calling the HOA, and they help to their ability but come on just get us a REAL service that actually works like comcast.
Does anyone know how we can pay our Quarda Media Works bill? I got an invoice, but it didn't have an address of where to send the payment to. Please help!
Isn't it odd that we have not has internet for three days, and when I drive by the Model Home I can get on their network and get on the internet just fine. I called Quadra and they said they know that the internet is down but they are working on it. Just thought it was strange that the Model Home was still working.
So whats gonna happen now ? are we getting comcast or what ?
It's been a full week now without my internet working. Can't wait until this get's figured out.

That's all Quadra wants is our money. they want to bring in as much as they can before they fall out! Don't pay until you get what you are paying for. The builders don't care if we are getting the service or not. But makes me wonder what motives they have in pushing us on paying the bill and "be patient in working with quadra"? Of course they would say that! No money is going out of their pocket! And they tell us they have no "kickbacks"? hum...
I still have no internet. I have lost $800 in work because of the outage. I am ordering Digis. If they tell me to remove the dish I am going to tell them to talk to my lawyers. I am tried of loosing money paying for the service and loosing work. This is absolutely ridiculous. All we ever hear is be patient, be patient. Well guess what I WANT RESULTS, and I think we all deserve them. I am not paying another dime for our services!

Bridgerland Meadows is a joke of a development. I purchased a Phase 1 unit as a rental with the thought of purchasing more. After two years of nothing but problems from shoddy workmanship and a string of BS from the so-called developers, I now can't wait until my lease with my tenants is up so I can get rid of it.
Don's statements about other services being significantly more is a load of BS. Does he think we are all stupid and can't research on our own? I pay under $100 a month at my primary residence for HD satellite TV and high speed internet. I also have great service with no interruption.
It's pretty sad when you have to tell friends to stay away from the development where you own a unit and I do just that.
